I don't remember, but I was fusing whatever looked cool and worked best, never really went all out with trying to fuse the best Persona possible in this game.I did fuse the most insanely strong Lucifer who had super high magic and Ice Amp and Yoshitsune with Power Charge and Hassou Tobi (duh) for variety and they carried me through NG+ no problems.
